Tirana, 16 May 2020 - CRCA / ECPAT Albania through this urgent statement, expresses its deep indignation at the violence and brutal treatment of a child by four police officers in Tirana.
CRCA / ECPAT Albania was informed by media on the video of a young adolescent boy who was being tortured by several police officers. From the observation we made of the material that is available only online, it is clear that the child is being physically abused with slaps, fists and then kicked by at least two police officers, despite the fact that youngster is not making any attempt to leave and oppose police. This inhuman treatment of a child is totally unacceptable, unjustified, and contrary to several laws, including the Law on State Police and the Constitution of Albania.
The incident is profoundly serious, and it presents the model of a police force that does not respect the rights of children and the dignity of the human being. Moreover, it risks turning into an ugly model of police violence that damages above all those police officers who respect human rights and obey the law.
Based on this extreme event, CRCA / ECPAT Albania requests the following:
- Immediate suspension of all five police officers involved in this incident;
- National Police Authority shall conduct an internal investigation to understand why it was so easy for at least four police officers to violate the law and not respect the rights of the child;
- We would urgently encourage an immediate and independent investigation from the Ombudswoman Office of this serious violation and we ask for all the abusers to be held responsible for the violation of the Constitution, the law on the rights and protection of children, the Criminal Code, etc.
Despite this serious incident, we urge every employee of the State Police to respect, guarantee and protect the rights of children.
