
Tirana, 21 July 2025 — The National Safer Internet Center in Albania, iSIGURT.al, has today released the National Report on Internet Safety for Children and Youth in Albania. The report is based on data collected and analyzed from reports submitted to iSIGURT.al between January and December 2024, along with an assessment of the legal and institutional frameworks responsible for protecting children in the digital environment.
Now in its sixth edition since 2015, the report provides a comprehensive overview of the online risks and challenges that children and young people face each year. Its publication was made possible through the support of the netSMARTkids Albania initiative, co-financed by the European Union and CRCA-ECPAT Albania, in partnership with ALO 116 Albania and iSIGURT.al.
According to the report, a total of 407 serious online incidents involving children and youth were reported in 2024, an increase of nearly 67% compared to the previous year. The Tirana region accounted for the largest share of reports (48%), followed by Durrës, Kukës, and other regions.
Girls and young women remain the primary victims and reporters of online abuse: 62% of reports were submitted by girls, and 34% by boys. In most cases, the victims were underage girls.
The age group 15–18 years old reported the highest number of incidents (43%), followed by youth aged 19–24. For the first time, children aged 6–10 years also submitted serious incident reports—four cases in total, all involving girls.
The most frequently reported issues included online threats, stalking, and blackmail, which represent the greatest risks for children and adolescents. These were followed by cases of cyberbullying and online hate speech.
TikTok was identified as the most reported platform, with 209 cases, followed by Facebook and Instagram. Positively, TikTok responded swiftly to reports: nearly all flagged pages and profiles were removed or blocked in record time.
The report underscores the urgent need to strengthen Albania’s legal framework for online child protection and to raise awareness among children, youth, and parents about the risks they may face in digital environments.
The report’s key findings and policy recommendations will be publicly presented at an open event scheduled for September 2025 in Tirana.
