THE FIRST MOTHER WITHDRAWS THE GUARANTEE OF 5000 ALL

During the second year of the initiative "Every Roma Child in Kindergarten", one of the 50 Roma children enrolled in kindergartens and pre-school groups in Tirana, has also been the 3-year-old girl A.

A. lives with her mother (20 years old), father (20 years old) and her little sister (1 year and 6 months) in their families “Baraka”, because her father’s parents have passed away many years ago.

A very important element worth mentioning about this new family is the fact that the head of the family is the mother, because the spouses have not yet married. The little girl’s parents, before enrolling her in the kindergarten were both unemployed, but now thanks to her enrollment in the kindergarten, the mother (7 months pregnant) found the time to start a job in the market, while the husband continues to be unemployed.

Besides the earnings provided by the father of the little girl, which are not enough to fulfill the basic needs of all members, the family has no other source of income neither from the economic aid or social assistance.

As a result of the above, the 3-year-old little girl at the time of enrollment in kindergarten no. 38 in Tirana, though belonged to the category of families that should have profited of the service for free according to the Municipal Councils Order for kindergarten refund, yet had to pay the guarantee of 5000 ALL. Despite the payment, the desire of A’s parents to send her to the kindergarten forced them to 'enter' into debt with their relatives so A. could receive proper education as all other children.

REMOVAL OF 5000 ALL GUARANTEE FOR PRE-SCHOOL ENROLMENT

From the first day of implementation of the initiative "Every Roma Child in Kindergarten", the staff of the two organizations implementing the initiative in the qark of Tirana have encountered a quite big difficulty in registering Roma children - whose families receive social aid - at kindergartens with meal.

5000 ALL guarantee is a fee which is paid by the parents of each child who is registered for the first time in a kindergarten with meal. This fee serves as guarantee when a parent does not pay the “monthly meal payment” for a 1-2 months period.

After identifying this difficulty, in 2013 CRCA Albania raised as a concern, the fact that "what is the meaning of this insurance when a child benefits free kindergarten and his/her familyis supported with economic aid or assistance?!".It took a 1 year and 6 months to get an explanation/official response (whether positive or negative) about why the fee of 5000 ALL had to be necessarily paid by the children.

Directors of kindergartens and directors of the Economic Center of the Municipality were aware of the fact that this barrier was useless towards Roma children and not only, whom benefited 100% reimbursement on the basis of the respective Municipal Council’s orders.

It took a very long time for a positive response to the ongoing demands of the Children’s Human Rights Centre of Albania, Observatory for Children's Rightsand YWCA Albania "For the removal of the guarantee payment" for children who benefit full reduction of the payment according to relevant decisions" addressed to:

  1. The Director of the Economic Center of Development and Education of Children, Z. Pëllumb Sefer, on 15.09.2014;
  2. Mayor of Tirana, Mr. Lulzim Basha on the date 27.10.2014;
  3. The President of Municipal Council of Tirana, Mr. Aldrin Dalipi, on 27.10.2014;
  4. The Mayor of Tirana, Mr. Erjon Veliaj the date 01.09.2015;
  5. Economic Center of Development and Education of Children, on 09.09.2015.

On 09.30.2015 by a decision of the Municipal Council of Tirana, it was demanded "On the removal of prepayment of 5000 ALL as a guarantee" to all children receiving 100% reimbursement of the kindergarten.

Thanks to this, parents of many children of the Roma community and not only, who receive 100% refund, no longer need to borrow money somewhere or save their little income they have to pay for something unnecessary.


COOPERATION AGREEMENT WITH REGIONAL DIRECTORATE OF PROFESSIONAL TRAINING NO. 4

In the framework of the initiative "Every Roma Child in Kindergarten", CRCA Albania in the second year of its implementation, has extensively worked to strengthen the parents of the Roma community and not only, through the establishment of "Parents Club" at each kindergarten/school of Tirana.

One of the many discussed topics during the trainings conducted by the CRCA staff with the "Parents Club" has been the possibility of "Professional Training" for them. Many parents during this time were introduced, by specialists of RDPT No. 4, the diversity of professional courses offered by this institution.

During the month of October, the work to empower parents was not focused at only informing them, but CRCA Albania has gone further, where in co-operation with RDPT No. 4 and Labor Office of Tirana has enabled the registration of 9 Roma parents in a professional free course at RDPT No. 4.

After registering all parents in the desired courses, many of the mothers who chose hairdressing courses, with thefacilitating process of CRCA, are now practicing and offering free service to schools and kindergartens of the city of Tirana.

Thanks to this productive work, director of Regional Directorate ofPublic Professional Training No.4, Mr. Piro Jani asked that this beautiful collaboration between the two institutions to continue further, formalizing through the signing of a cooperation agreement.

As a result of the above, members of the "Parents Club’s" with whom CRCA Albania is working, already have it much more simple to enroll, even in the absence of 'documents' or not fulfilling the 'criteria' set for each cadet.

At the moment of signing the agreement between the two institutions, even though it was not written, Mr. Jani assured that the parents registered by CRCA Albania have the option of selecting the most appropriate schedule and time for them.
