Tirana, 29 August 2019 – The failure of the Albanian Parliament to adopt new amendments to the Criminal Code for the protection of children and adolescents against online sexual violence and cyberbullying, made CRCA / ECPAT Albania to undertake a new legislative initiative to draft a new law for the protection online of children and adolescents. CRCA / ECPAT Albania since 2016 has proposed twelve new amendments to the Criminal Code but despite all the rhetoric the Parliament of Albania has failed to approve any new protections for children and young people.
The 1st National Internet Safety Report in Albania showed that 60% of the children and young people were victims of online bullying and often find themselves vulnerable and unable to be protected by the law. Regarding the online sexual exploitation and violence, the figures are even more disturbing.
Over the past two years, more than 200 cases have been reported on the National Platform on Internet Safety (www.ISIGURT.al), which shows the number of children and young people falling victim to bullying, identity theft, harassment and violence online sex, pornography, etc., is increasing year by year.
Most of the dangers that children face while online are not included in the Criminal Code or other laws on the protection of children and young people. These legal deficiencies expose hundreds of children to violence, bullying and online sexual exploitation.
The purpose of the new legal initiative is to address all the shortcomings that Albanian legislation has for the online child protection, inappropriate or illegal content, including procedural aspects of reporting and prosecuting cases.
